A tremendous athlete and outstanding hurdler for the Panthers two seasons in the mid-1960s, Simmons set numerous records during his career. He was named an NCAA All-American as a senior in 1965, placing fourth in the nation in the 120-yard high hurdles. He set Chapman records in the 120-yard high hurdles as well as the 330-yard and 400-yard intermediate hurdles in 1964 and '65, respectively. He was also a member of the 480-yard high hurdle shuttle relay team that set the school record in 1964.

Simmons was voted the Most Outstanding Athlete of the 1965 Orange Invitational meet and was Chapman's senior Student-Athlete of the Year. He was also a member of the Chapman basketball team and named Most Improved Player in 1964-65.

After his collegiate career ended, Simmons returned to Chapman as an assistant track and field coach before becoming a head coach at Cal Poly San Luis Obispo (where he is also a member of its Athletic Hall of Fame) and Oregon State.
